Skype Now Supports Android Device Running On 4.0.3 And above

Microsoft announced in a Blog post today, that a new version of Skype has been released with optimizations for device running on Android 4.0.3 to 5.1 lollipop.
The updated app has not started rolling out yet —the company announced it will start rolling in the next few days to all users around the world.

The company also said the updated Skype app is “lighter on both disk and memory consumption, allowing for greater speed and better video and audio quality on lower end Android devices, as well as increased performance in challenging network conditions”.

The "optimized version of Skype" appears to be identical to Skype Lite, which is currently available in some countries for Android 4.0.3 and above.

In other words, if you try to download Skype on an older phone or tablet, you'll get Skype Lite instead (just with the 'Lite' branding removed). We wish Microsoft would just make Skype Lite available worldwide.
